Overall this is a perfect time of year to visit almost anywhere in Argentina. If you are more interested in nature and adventure than culture, then the top choice would be Costa Rica. The country has many beautiful national parks and it’s filled with things like zip-lining and canopy tours, just to name a few things. There are also volcanoes and surfing beaches and much more, plus a very good backpacker infrastructure of cheaper hotels and hostels.

For those from the Northern hemisphere in need of decent a blast of winter sun, the picturesque coastal town of Essaouira is the perfect place to put your feet up and relax. Fresh-caught fish sizzles on beachside grills, whitewashed houses with blue shutters lend a Mediterranean vibe, and you can lose hours wandering through the dozens of art galleries and workshops.
It can still be rainy in Belize in November, so it’s not an ideal time to visit. I quite like Belize and there is a lot to do there, including of course the second largest coral reef in the world. You can also head over the Guatemala border to visit Tikal and even down to Antigua for something different. You don’t get many great beaches there, but aside from that it is great.
You’ve got a pretty good budget so you can afford to go almost anywhere, assuming you are okay with renting one or two houses or villas instead of 4 hotel rooms. If you are willing to fly all the way to Asia, your best bets would be Bali or one of the Thai islands, probably Ko Samui or Phuket. In all of those places you should be able to rent a house or villa near the beach and then do activities and day trips very easily.

Early in your message you say the last week of November, and then later you mention “late December,” so I’m not sure which it is. But if it’s late November, I think Italy could be a great option, as the weather there is still quite nice, at least in the south. You could go to Venice for a day or two and then Florence and Rome, and then maybe spend 5 or so days in Sorrento. I spent 5 days in Sorrento in mid November two years ago and the weather was very nice, even if it wasn’t warm enough to sit on the beach.
November is typically the end of the wet season in Sri Lanka, and of course it’s hot every day of the year. I think you’ll be okay. In those areas there are often a month or two where it rains a LOT, and November is not one of those months in Sri Lanka. You might get a few storms per week, but they should be the kind that start at 3pm and finish 20 minutes later. They are easy to shelter from because you see them forming. Surprising to some people, December can actually be a bit cool in Mexico City, especially at night. Its elevation keeps it mild all year, but at least the rainy season is totally over by December, so it's an ideal month for a cheap cultural holiday, perhaps combined with a trip to one of Mexico's many beach resorts. You can get cheap flights between Mexico City and Cancun or Puerto Vallarta, for example.
