If you have a budget that allows at least US$300 per night, you should be able to rent a nice condo in Hawaii. If you haven’t been there before, it’s worth knowing that each of the 4 main tourist islands is quite different from each other, and only Oahu has an urban center that should probably be avoided. You’ll want to rent a car as well, as getting around is difficult without one.
Actually, most of the popular European cities have fairly mild winters, in that they don’t spend much time below freezing and snowstorms are rare as well. It’s hard to make suggestions without knowing about your tastes, but I will tell you that the most popular European cities are London, Paris, and Rome, and none of them get snowed in often. If you are going to Italy, you should also go to Florence and maybe Venice as well.
I’ll be happy to try to help, but I’d really need to know your starting point because there are cheap places in different corners of the world, and it’s not worth flying halfway around the world to try to save US$20 per day. In mid December through January for beaches you should consider Thailand and perhaps also Vietnam. I’ll give you more information once I know where you are starting from. -Roger

Portugal does have one of Europe’s best autumn climates, but as you’ve noticed November can be a bit rainy. That said, in my experience it rarely rains for long periods in that part of Europe so I think it’s very unlikely that a big part of your trip would be “rained out.” Also those cities have lots of great indoor attractions so if you see that it’s supposed to be clear in the morning and drizzly in the afternoon, you can plan to explore neighborhoods in the morning and plan to visit a museum or castle in the afternoon. It’s a bit of a crap-shoot and generally Portugal has nicer weather than most of the rest of Europe at any given time. I hope this helps. -Roger
I haven’t followed the Zika list, but I do understand the concern. Since you aren’t big beach people, you might just bring jackets and go to a more romantic city like Paris, and then maybe down to Nice for part of the trip and something a bit different. For our early dinner (Meal 4) we found a burger joint, where I had a bacon and cheese (shredded, not the gross, carb-laden “cheese” sauce) hot dog. I grabbed some green beans with salt and pepper as my side, and sidled up to their topping bar where I smothered my dog with mayo, mustard, onions, and pickles. Dinner was great, and I wasn’t hungry again until much later in the evening (around 9 pm) when the kids and hubby stopped for ice cream. I walked down two shops to the coffee joint and got a plain iced coffee blended with ice, heavy cream, and some sugar free caramel flavor. I accompanied this treat with one packet of my almond butter and was good to go. I sat with my family while they were enjoying their sweet treat and didn’t feel deprived in the least.
Not all the extra ingredients are keto friendly. Some of the dressing mixes are high in carbs as well as some of the extra ingredients such as tortilla strips and croutons. Depending upon how many carbs you eat in a day you may want to avoid those mixes, or at least remove some of the ingredients, and stick with the mixes that only contain salad greens.
Oh, did you want a sunny tropical vacation that doesn’t require a passport? Done. Hurricane season is over, flights are cheap, and the water is still warm enough for swimming (and scuba diving). Almost all the tourists come here via cruise ship, which means you’re mostly not competing with them for hotel rooms -- Windward Passage, Emerald Beach, and the Bolongo are all open for business after Hurricanes Irma and Maria last year. On December 16 you can catch Jazz By The Sea down at Coral World Ocean Park, and on December 21 watch the St. Thomas Lighted Boat Parade, where contestants (boats) are judged on lights, originality, and holiday cheer.
There were fresh croissants, cereal, doughnuts, crackers, sandwiches, nutella, jams, fruit juices and the hot option was Spanish rice. I hadn’t eaten anything yet and was starting to feel a bit hungry. I had planned to bring bacon with me (emergency purse bacon) just in case but I didn’t want to have to cook and clean up after I had already showered. I took a couple of the cheese sandwiches and took the cheese off the bread and ate that. I also had a couple of cups of coffee which filled me a bit.
Much of Mexico is ideal in December, after the rainy season has ended; if you go early in the month, you’ll avoid the peak holiday-season rates that kick in around December 18. On the Pacific coast, the landscapes are still ultra-tropical green, and the ocean is bathtub-warm (80s), with exceptional clarity for scuba diving and snorkeling. Mexico City is a smart place to spend the holidays, when the locals have headed to the beach and you’ll find much less traffic in this famously congested city. (Do keep in mind, though, that some of the more sought-after restaurants and galleries will be closed.)
It's actually a bit chilly in Hanoi in December, but generally very dry and exceedingly pleasant around the clock, so it's a very good time to visit. Nearly everyone who visits Hanoi will be doing it as part of a larger tour of Vietnam or other countries in Southeast Asia, and this is one of the cooler cities this time of year, therefore a nice balance to some of the places that are still quite hot.

All of my best suggestions are in the article above, but I’ll try to expand a bit more. The tricky thing, as you probably know, is that November is part of the heavy rain season in most of Thailand and the other popular southeast Asian countries. There are wet months in summer with just short rain storms, but in November it can often be rainy all day.
Eat Breakfast In – I know this isn’t always possible, and it’s certainly not a deal breaker, but we ate breakfast in most mornings. This started my day off on the right foot, and I could make my eggs exactly how I like them. I didn’t get tired of eating bacon and eggs all week, but if you do there are so many keto breakfast options if you’d prefer a variety of foods. For me, this was budget friendly, and I didn’t have to buy a ton of extra groceries. Also, I have a big family with two of my four kids being 3 and under. It takes us forever to get out, so cooking breakfast is an easier option for us. If you’d rather eat out, I get it! Keep scrolling for other helpful tips.
I haven’t heard much about Zika in quite some time, but I just checked the current CDC map and evidently it’s still out there. I also remember hearing that it’s really only pregnant or potentially pregnant women that are at much risk, so perhaps that is what you are implying with the kids in their 30s. I’m no expert on Zika and I’ve visited many places on the map in recent years without much worry.
Sri Lanka doesn’t really have a good infrastructure for budget travelers at this point. There are loads of nice hotels if you are willing to pay US$40 or more per night, but almost nothing below that except for a few hostels. I haven’t been to Palawan but I have been to Boracay and Palawan can’t be too much cheaper. Boracay doesn’t have many budget options either, so my guess is that Thailand or Cambodia is your best bet.
